Wto Trade Facilitation Agreement Parties

Ratify – the sooner the better: Developing countries that ratify the agreement in the coming months (hopefully not in the years) have already missed some critical deadlines that will prevent them from making maximum use of the TFA`s special and differentiated treatment provisions. 12.1 This Article shall not prevent a Member from entering into or maintaining a bilateral, plurilateral or regional agreement on the exchange or exchange of customs information and data, including in a secure and expediting manner, by .B. on an automatic basis or prior to the arrival of the Shipment. 7.1 Each Member shall provide for additional trade facilitation measures related to the import, export or transit formalities and procedures referred to in paragraph 7.3 for operators meeting certain criteria, hereinafter referred to as “authorized operators”. Alternatively, a Member may propose such trade facilitation measures under customs procedures generally accessible to all economic operators and shall not be required to introduce a separate regime. (c) Ensure that ongoing private sector reform activities aimed at reforming trade facilitation are integrated into ancillary activities; 3. The expert group shall be composed of five highly qualified independent persons in the fields of trade facilitation and capacity building, support and assistance. The composition of the expert group ensures a balance between nationals of developing countries and members of industrialized countries. Where a member of the least developed country is involved, the group of experts shall be composed of at least one national of a least developed country. If the Committee is unable to agree on the composition of the group of experts within 20 days of its establishment, the Director-General, in consultation with the Chairman of the Committee, shall determine the composition of the group of experts in accordance with this paragraph.

3. Members of developing and least developed countries intending to receive support for trade facilitation and capacity-building shall provide information to the Committee through the contact point(s) of the office(s) responsible for coordinating and prioritizing such assistance and assistance. An APEC (Asia-Pacific Economic Cooperation) study estimated that trade facilitation programs for the 21 APEC countries would generate benefits of about 0.26% of GDP. Savings on import costs would be between 1 and 2 per cent of these costs for developing countries in the APEC region. The objective of the WTO negotiations on trade facilitation is to clarify and improve three articles of the General Agreement on Tariffs and Trade (GATT): at some border crossings, the clearance of cargo can take up to 30 days. The introduction of simpler procedures and greater transparency could contribute to a significant improvement in trade flows. 4.1 Members shall endeavour to establish or maintain a single window for traders to submit to participating authorities or bodies documents and/or data requirements for the import, export or transit of goods through a central point of entry. .
