Activities with the economic and environmental dimension include monitoring developments in economic and environmental security in OSCE participating States, with a view to drawing their attention to any threat of conflict. Assist States in establishing economic and environmental policies, legislation and institutions to promote security in the OSCE region. A unique aspect of the OSCE is the non-binding status of its Constitutive Charter. The Helsinki Final Act is not a formal treaty ratified by national legislators, but constitutes a political commitment by the Heads of Government of all signatories to build security and cooperation in Europe on the basis of their provisions. . . .
